Introduction

 

Back ground

 

Project:

 

Based on the Emergence Situation in Pakistan and Afghanistan regarding the Refugees crisis UNICEF agrees to cooperate with NGO PARTICIPATORY INTEGRATED DEVELOPMENT SOCIETY (PIDS) with respect to the project/sub project entitled Rehabilitation of refugees Settlements in Kharotabad, Quetta City.

 

Oranization:

 

PIDS emerged from the BRUWAS project, which was funded by the Netherlands Government and Govt. of Balochistan along with a supplementary support of the UNICEF. The fundamental aim of estabishing PIDS is to continue the effort made under BRUWAS project to reduced the mortality and morbility rate of children in Balochistan through provision and promotion of safe drinking water, sainitation and hygiene education with active community involvement.

 

Project Area

 

The community of Kharotabad is a very large settlement, mostly Afghan refugees (old and recent influx) situated in northwest Quetta about 12 km from the center of the city. The community was establishment in the early 1980s when many refugees came and camped in Kharootabad. Gradually established mud houses, starting earning activities mostly as laborers and few of them started selling food items and breads in the streets.  Most people live below subsistence levels and there are no visible initiatives by the Government or any other agency seen in this area.

 

Kharootabad has about 18,000 household (200,000 inhabitants). About 50% are Pushtun and Uzbek refugees, The area lacks the appropriate social infrastructure and civic facilities. Very few facilities exist, and they are also not meeting the requirements even at a very small scale.

 

Objectives:

 

  • To provide clean drinking water in primary school
  • To provide adequate sanitation facilities in primary school
  • To creat awareness about hygiene education in primary schools
  • Improvement of overall environment in the schools
  • To provide clean drinking water to the Refugees families

 

 

 

 

 

 

 

 

 

 

 

Proposed Activities

 

q       Improvement in three primary schools of Kharotabad (two Girls and one Boys) in term of provision of clean/improvement of overall environment, provision of safe drinking water, saniation, electrification and provision of carpets/mats, tables, chairs,coolers,ect.

 

q       Drilling of tube wells and installation of machinery and fixing of water storage tank.

 

Expected Results/ Out put:

 

·        Three primary schools upgraded by providing drinking water, rehabilitation/ construction of latrines, cleaning/ improvement of overall environment, electrification and provision of carpets/mats, tables, chairs, coolers, etc.

·        Hygiene education imparted to teachers and students

·        Water storage tank fixed at community place

·        Dust bin/ latrines constructed for community

·        Installation of tube well done at Bandar Khail

·        FALAHEE trainings conducted

 

Implemented activities:

 

PIDS improved three primary school i-e Govt. Boys Primary School No.1, Govt Girls Primary School Khalifa Darveh and Agha Public School through following activities:-

Installation of boaring

 

Receiving the demand from the community, two Boaring have been installed in Kharotabad near the Mosque and other in Bandar khail and arround 400 families are benefiting from this community selfe managed water supply schemes.

 

Fixing of  Water Storage Tank

 

A water tank have been fixed near the mosque

Connected with the Boring with 3 taps and one pipe for cleaning the tank. All the nearest community people are using this water for drinking purpose before it they collect water from very far of their houses and they spend many hours to collect the water now in the follow up visit it is clear that they are happy with this

facility.

 

Solid waste management

 

In Kharotabad area there is no  proper place to dipose the garbadge because of it all the garbedge spread in the streets or in open places so this is the favourate place of bees breading and spread the germs. To reduced the breading rate cunstruction of bricks dust bin have been made and almost 200 people are getting benefit from this.  

 

Construction of Latrine

 

After the awreness campaign specially through the Hygiene  sessions community feel  that the use of a latrine is a basic need of human so PIDS managed to construct a 2 dry pit latrine in government boys primary school and three public toilets near the Uzkbak Mosque. A part for contruction of new latrine old 3 PFLs  which were not functional due to blockage were also rehabilitate in government  primary schools.

 

Imparting of hygiene education

 

Health and hygiene trainings were imparted to the males,  females and children in the Kharootabad. Social Organizers from PIDS have conducted Health hygiene training in Kharotabad area to aware about the germs, personal hygiene, food hygiene and different type of diseases and how they can make the environment clean through the group discussion and involvement of the participants through the flip charts.

 

Total 72 session have been completed and total number of women were 8 persons per house. Main focus was on female and children specially. In follow up visit it was observe that their houses were clean and they are using water in a proper way. Training method were easy to understand for the women and specially flash cards were very use ful for this training.

 

 

Inaugural ceromany of Community self managed water supply scheme

For this ceremony Mr, Raheem Kakar  (Nazim Distt. Quetta) was the chief guest .

 

 

 

Other visitors were Mr, Ahad Director UNICEF Ms. Carral Country Director and Embassador of the Polant alongwith other UNICEF staff members were  present at the occassion. The Guests also visited the school to see the hygiene sessions and work done in the schools. They also planted trees in the school.


Annex I           Background of the Area

 

Recent world scenario created unrest and changed the entire situation of the World affairs, especially in the region of Pakistan and Afghanistan. The influx of refugees once again affecting the economy of Pakistan visa, the law and order situation. In particular the effect is in the areas/cities where these refugees are emerging and getting settled with their relatives or near to them.

 

Quite a number of studies revealed that, these types of settlements mostly, near by the civic centers like Peshawar and Quetta, where they are not given the status of refugee and neither be entitled to be the citizen of Pakistan, are the paradise of such people having no legal status, usually indulged in law breaking activities due to many reasons, one of which is no earnings. They are compelled by such gangs who are involved in all sorts of terrorist activities to do such illegal activities. In short they are victimized as the law breaking individuals.

 

To minimize such happenings, it is considered evident to plan development related activities in these areas. 

 

Such settlements are supposed to be given special attention, to minimize the possible law and order situations.

 

One of the exemplary area is Kharootabad, a very large settlement, mostly Afghan refugees (old and recent influx) in the northwest from Quetta city about 12 KM from the center of the city. This is an establishment of early 80's, when many refugees came and camped there, gradually established mud houses and started the earning activities mostly as laborers, later on established their small scale business. Even than mostly living below subsistence levels. There is no visible initiatives by the Government as well as by the NGOs seen in this area.

 

Kharootabad having about 18,000 households (200,000 inhabitants) map attached, lacking all sort of infrastructure and civic facilities in most of the parts of this huge settlement. Very few facilities are there, but they are also not meeting the requirements even at very small scale.

 

A few activities are witnessed by the initiatives of the courageous individuals and some by the Government. Both types of efforts are in need of supplementing support.

 

PIDS in spite of the reality that the area/settlement is bit dangerous to work on, taken an initiative and established rapport with the people and working for the improvement of sanitation situation with visible community participation.

 

PIDS with the aim to help this community with the community participation to ensure creating better situation for living through increased provision of facilities, approached the donors to extend help for the said cause to make this society A Humen Society in which what so ever the facilities are available can be up graded/ improved. The plan is in 2 phases i.e. immediate and long term.

 

One of the efforts is the present proposal in which 2 clusters namely Ghairabad and Bandar Khail of Kharootabad will be extended support in phase 1, with the following details: -

 

Cluster 1 GHAIRABAD

 

Govt.  Boys primary school

 

This cluster consists of 400 houses (about 4,000 people). Here there is a government school for boys, 550 enrolled students are studying there. The building and the environment is in deplorable condition (building need repairs, whitewash, electrification, rehabilitation of abandon toilets, provision of water supply with overhead tanks, etc., which need special attention and support. PIDS had taken up the matter with the Government of Balochistan and found no possibility for improvements in the school premises. PIDS wanted to extend support through the donor assistance and by entering into an agreement with the Director Education, Government and with the community representatives to ensure O&M, for the discussed activities.

 

In the same school there is a requirement to arrange leveling of the ground, where stagnant water stored, creating health hazards. This also needs to be addressed.

 

The school does not have any facility for seating even for the teachers. In this proposal, PIDS wanted to add the provision of low cost furniture and fixtures for the teachers and classrooms mats/rugs for the students.

 

In the school PIDS will provide hygiene education to the teachers and to the students in series of sessions with follow up programme to ensure proper application on the subject matter.

 

PIDS also wanted to see the possibilities for the capacity building of the teachers for the learning process.

 

 

Govt. Girls Primary School

 

Government Kharot Public Girls Primary School situated in Kharotabad has 200 enrolled female students. The school has two concrete rooms, with five classes in the school. Having no facilities of individual classes and no staff room for the teachers.

Three more class rooms and a staff room for teachers is suggested in the school.

 

The furniture is present in the two class rooms which is not sufficient for the students. Other students sit on a mat borrowed daily from a neighboring house. No teacher chair or tables are available. Only two cupboards are present in the class rooms, which are also very much insufficient for a school of five classes.

 

It is suggested that the classes should be given sufficient desks and chairs or rugs/ mats for the students, while the teachers require more decent and respectable chairs and tables for use.

 

The school has two abandon latrines, which are not sufficient for a large strength of students. These latrines are choked due to non availability of water. The school does not even have government water connection.   The students use the toilets of a neighboring house when needed.

 

Rehabilitation of the existing two latrines and construction of two more latrines is required in the school, due to a high number of students.

Water  

 

The school does not have its own water source like well or the water connection. The availability of water is highly desired in the school. The students fetch water from a neighboring house in containers. Which is wastage of time of the students and also a burden for small children of primary level.

 

Excavation of a well and installation of hand pump is recommended in this school for drinking, cleaning and latrine purpose.

 

The over all condition of school is deplorable as the school is in need of electrification, gas connection for small children in winters and white wash.

 

 

Agha Public School

 

This cluster consists of about 100 houses (more than 1,000 population). In this cluster a courageous widow established a school (Agha public School) for boys and girls, in her house, where presently about 200 children are enrolled (120 boys and 80 girls), also from the neighbouring clusters.

 

She do not have any other source of income, through this facility she is earning her family’s livelihood. She has hired 6 teachers for the primary levels (1-5 classes). She is charging Rs.80/- monthly for the students, if there are more than one siblings, she charges half from the second ones.

 

The school have 4 classrooms, one office and two latrines, where children are studying while sitting on mats. PIDS have seen the potential in this establishment and initiated dialogue with the lady to see the venues for intervention. The lady showed her interest to get the students desks for the school, along with a package of imparting knowledge and skills among the teachers and the students for hygiene education. She is ready to enter in to an agreement with PIDS/donors to legalize the support towards sustainable provision of education, and for the improved environment for conducive learning process. In future she wanted to get a bigger place to extend the scope of education for the deprived inhabitants of the area.

 

 

The Ghairabad area has one community-operated tube well with not having a storage tank, from which the community gets water through house connection and stand post. The tube well operated once daily which is not enough for the large population of the area. The absence of power usually bars people from getting water. The community has requested for a water tank in the near by area of the tube well. So that tank could be filled once daily and people could get water at their own convenience. The space for fixing of water tank is also available from the community side.

 

Through this proposal PIDS is asking to seek support from UNICEF to enter into the venue to be a model for such settlements.
