EXECUTIVE SUMMARY

 

 

The Annual Report 2002 represents the efforts made by Participatory Integrated Development Society (PIDS) a community development organization in facilitating the rural and semi urban Communities of Balochistan on participatory approach.

 

In a relatively brief period the PIDS has matured in to a high performing organization having established an enviable track record. From a strategic standpoint the focus on expansion of program area as well as quality assurance has enabled PIDS to emerge as lead organization dedicated to serving the disadvantage. 

 

The turmoil condition in Afghanistan forced almost very international and national organization to focus on relief work for the heavy migrant influx from the neighboring border. In continuation of relief work carried out in year 2001 PIDS provided relief services in water, sanitation and education sectors with the assistance of UNHCR, UNICEF and Islamic Relief U. K.

 

The regular projects were also incorporated during the year with the assistance of UNICEF, Pakistan Insaf Welfare Trust, Royal Netherlands Embassy, Action Aid, Rotary Club Karachi, PIEDAR Islamabad in education, water and sanitation sector.

 

A new experience, was working on a project that duly benefited community by providing water in the vicinity and conserving energy was installing a windmill for water lifting.

Focus was also given to newly initiated Skill Developing Unit, trainings and workshops were held for the individuals of NGOs and CBOs in focused and general areas of social development. The staff training is an imperative part for the development of organization. PIDS staff participated in several trainings imparted by different organizations. 

 

The efforts were continued for the proposed projects in education, water and sanitation sectors, as a result projects with the assistance of Rotary club, PIWT and Pakistan Poverty Alleviation Fund will hopefully begin in the first quarter of year 2003.

  • To facilitate literacy enhancement through formal and non-formal education;
  • To develop human resources in PIDS program areas through establishment of Human Resource Development Center; and
  • To undertake program based advocacy in order to create better policy environment and practices.

1.1

Environmental Rehabilitation of Refugee Settlement of Killi Bashirabad in Quetta City

 

PIDS with the assistance of UNICEF Quetta rehabilitated the refugee settlement of Killi Bashirabad. The main objective of the project was to provide clean drinking water adequate sanitation facilities by constructing VIP latrines and communal waste bin, impart hygiene education to the community members and to introduce solid waste management system.

 

PIDS constructed two new rooms for a community primary school in the settlement the boundary wall of the school was rehabilitated. Along this 400 VIP latrines were constructed, two-hand pump were installed at the community’s well. A shallow tube well has been installed at Kharotabad, The boring is excavated up to 250 feet depth for clean water and prolonged life of boring. The community is managing the operation and maintenance of the shallow tube well, water storage tank is fixed near the shallow well in order to lessen the burden of women carrying water from distance, and a connection of the tank is also provided to the school through a pipeline. 15 FLAAHE trainings were imparted to females of the community members and 2 mason trainings were imparted to the male community members. Construction of 2 waste bins for solid waste collection has also been carried out.

REHABILITATION OF REFUGEES SETTLEMENT IN KHAROTABAD, QUETTA

 

PIDS rehabilitated three schools in Kharootabad area with the assistance of UNICEF. Besides the school rehabilitation community managed water system, which includes a tube well, windmill and storage tank was also a prominent feature of the project. The community has contributed a piece of land and taken the responsibility of operation and maintenance of the windmill. Rehabilitation of non-functional latrines and construction of three public dry pit toilets were also carried out. Solid waste management system to reduce the spread of garbage and germs, bricks dustbin has been made and almost 200 people are getting benefit from it. Hygiene promotion is a planned approach for preventing diseases through the wide spread adoption of safe hygiene practices. Beside other activities hygiene trainings are an integral part of PIDS activities. 72 hygiene training sessions were counducted in the community and at school level.

 

Three primary schools Govt. Boys Primary School No.1, Govt Girls Primary School Khalifa Darvesh and Agha Public School were upgraded by providing drinking water, rehabilitation/ construction of latrines, cleaning/ improvement of overall environment, electrification and provision of carpets/mats, tables, chairs, coolers, etc. The objective of rehablitation the schools were to provide clean drinking water in primary school, to provide adequate sanitation facilities in primary school, to creat awareness about hygiene education in primary schools, improvement of overall environment in the schools.

 

PIDS managed to construct a 2 dry pit latrine in government boys primary school and 3 public toilets near the Uzbak Mosque. Apart from constructing new latrines 3 nonfunctional PFLs were also rehabilitated in government primary school.

 

One brick dust bin has been made and almost 200 people are getting benefit from it.

 

Two bores and a windmill for water lifting have been installed in Kharotabad near the Mosque and other in Bandar khail around 400 families are benefiting. Water tank has been fixed near the mosque connected with the bore with 3 taps and one pipe for cleaning the tank.

1.3

MUHAMMAD KHAIL, LATIFABAD REFUGEE CAMPS PANJPAI

 

In the end of November 2001, UNICEF, Islamic Relief and UNHCR took initiatives in conjunction with Commissioner Afghan Refugees (CAR), after consultation with the authorities, for the relocation of invisible, refugees residing in Quetta. This entailed the rehabilitation and redevelopment of the Mohammad Khail and Latifabad Refugee Camps.

 

The objectives of the project were to provide adequate sanitation facilities to the refugee families inhabited in Muhammad Khail, Latifabad Refugee Camps to create awareness about hygiene education among the refugee communities.

 

In this regard PIDS undertook the activities of construction of 1300 dry pit latrines 18 communal dry pit latrines and 1300 washing places, construction of 72 communal mud dustbins with the introduction of solid waste collection system with the help of 20 wheel barrows and 75 donkey carts for collection of garbage. Distribution of 35458 household plastic dustbins, plastic shovel, small domestic brooms, bars of soap, 1000 tents for each latrines and washing places. PIDS also imparted hygiene trainings to the refugees along with 57 mason trainings with 571 male refugees trained. The toilets were regularly limed to avoid bad odor. Construction of four schools of two class rooms in Landi Karez, Roghani, Dara II and Zarghoon village and four schools of four class rooms in Landi Karez, Roghani, Dara I and Dara II in Chamman.

Quetta Kachi Abadi Environmental

Management Program (QKAEMP)

 

PIDS under QKAEMP project (an on-going) during 2002 managed to construct 6,368 running feet of lane sewer, 135 PFLs in katchi abadies (urban slums) of Quetta city with fifty percent (50%) financial contribution by the beneficiaries, and introduced solid waste management program for the safe and clean environment in the katchi abadies of Kharootabad and Mominabad. Hygiene education training was also imparted to the communities. In this regard 140 sessions were arranged and a number of 180 females were trained. PIDS also conducted 4 local area workshops in the target areas for awareness creation. The Technical Advisor from Islamabad carried out the regular monitoring of the project areas. The project was initially designed up till November 2002 but on the basis of good performance and financial savings it was extended for another year till Nov 2003.

SANITATION ACCELERATION PROGRAM TURBAT & BELA

 

 

1.5.1   Advocacy

 

For making the communities responsible regarding hygiene behavior and attitude PIDS carry out several activities regarding hygiene advocacy. Seminars at district and provincial levels were conducted in both Bela and Turbat districts at district and union council levels, which were attended by both male and female community members.

 Walk a cause for hygiene promotion was managed. This event was very much appreciated by the youth of the both Bela and Turbat, as it was a healthy activity and the children specially took active part in it, by carrying slogan and banners in their hands.

Street theatre shows were organized as dramas depict a true picture of the community and the communities welcome learnings and inspirations from them.

 

1.5.2    School Competition

 

School competitions were organized in both Bela and Turbat districts making the students realize importance of clean environment and hygienic habits and healthy living. More then 300 parents, teachers and students attended and participated in the competitions.

 

1.5.3  Capacity Building

 

Capacity building of the communities is an integral part of the project. The hand pump care taker trainings were conducted. The objective of the training was to impart the knowledge of hand pump operation, maintenance, dismantling and assembling. A number of 66 people were trained in the trainings in both Bela and Turbat districts.

 

 

 

 

1.5.4   Hygiene Training

 

This is the most essential part of the project, imparting safe and hygienic behavioral training FLAAHE to the teachers, students and other community members. In different level trainings 40 teachers, 1200 community members (male, female) and 2000 participants together with Teacher & Child club members were trained for behavioral change in Bela district.

 

While in Turbat district 20 teachers were trained.

 

Teachers training kits and hygiene education kits were also distributed among the school teachers and students.

 

Revolving fund is also established in both districts for CBOs, for credit facility for installation of house hold latrines.   

 

1.5.5  Service Delivery

 

Under UNICEF assisted Sanitation Acceleration Project, PIDS managed to install 25 Handpumps in Turbat and 20 hand pumps in Bela district. Like wise a number of 20 latrines were constructed in Turbat and 20 latrines in Bela.

1.6

INSTALLATION OF HANDPUMPS IN CHAMAN

 

Rotary Club Karachi assisted provision of safe drinking water in district Killa Abdullah and Kech. In the project the open wells were covered by installation of Afridev deep well hand pumps through community participation in the process of hand pump installation. It was commendable because the community was involved right from identification of Hand pump sites to completion of the project with material contribution for the construction of head works of hand pumps. Hygiene education training sessions and hand pump Care Taker trainings were also conducted. In the Hand Pump Care Taker Training community participation was very appreciable because they actively participated in the training because hygiene education session were also included in the training and people really needed to attend such training to learn to how to save their children from the water born germs and get benefit from preventive methods to control perilous diseases.

 

Sites for 15 hand pumps in Tump, district Kech have also been identified and work will be carried out in year 2003.

 

1.7

INSTALLATION OF HANDPUMPS IN LORALAI

 

PIDS managed to install another 16 hand pumps in Loralai district with the assistance of Action Aid. The Action Aid did the survey and selection of sites for installation of hand pumps. PIDS was asked to give technical assistance in the installation of hand pumps. Open drain with animal trough and washing place for women was also constructed.

 

Along with installation of hand pumps, hand pump caretaker and hygiene education trainings covering domestic, personal and environmental hygiene aspects were also imparted to the community for safe hygienic habits in daily life having healthy affects on the lives of community.                  

 

1.8

SHANTI NAGAR WATER SUPPLY PROJECT

 

PIDS with the assistance of PIEDAR Islamabad installed a shallow tube well and an overhead water storage tank in Shanti Nagar, a peri-urban area in Quetta district. The people living in the area are non-Muslim minorities with poor economic status.

 

Before the intervention of PIDS no water facility was present with in the settlement and the female and children had to fetch water from far off areas. The community has under taken the responsibility of operation and maintenance of the tube well and the payment of electricity bill. For this purpose every household will collect 10 rupees every month. The community has established a committee, which will supervise the water supply-system.

EDUCATION SECTOR

 

1.9

COMMUNITY SCHOOL KHAROOTABAD

 

PIDS has established a community school with the assistance of PIWT. The Nazim of the area donated the land upon which the three-kacha rooms were already built. The school is supplied with a water connection from the shallow tube well installed by PIDS. PIDS has also inducted a teacher for the school. Hygiene education sessions were regularly imparted to the teacher and students of the school for behavioral change. Initially the students were also given books, bags, thakti, slate, chalk, qalam and inkpots, the school was given 2 chairs, table and a black board with stand. At present the number of classes in the school is one and total number of students are 60.

 

In the coming year PIDS is in process of negotiating with the PIWT for the increase in number of classes, as new admissions will take place. Hopefully PIDS plans to construct two cemented rooms with a latrine and a water storage tank to upgrade the school.

SKILL DEVELOPMENT UNIT


2.1

SKILL DEVELOPMENT UNIT

 

The operational brief of Skill Development unit is to administer the capacity building component of PIDS. The focus of the unit is on development of human resources and institutional effectiveness. In pursuance of this objective organizations as well as individuals and community members activities fall with in the purview of the unit.

 

Capacity building assistance is extended by trainings offered. Since it is a very young unit still lessons have been learnt, and it was realized that quality training both at staff and community level is an essential part of the development process. As a result of better planning, training activities increased from a number of 6 planned and carried out in FY 2002 to a number of 20 in FY 2003.

3.1.1

RNE assisted Quetta Kachi Abadi Environmental Management Program

Constructed 6258 running feet lane sewer and installed 200 Pour Flush Latrines.

Islamic Relief- UK assisted Installation of Tube Well in Muslimbagh

Installation and energizing of one deep water tube well in Muslimbagh.

 

3.1.3

UNICEF Assisted Sanitation Acceleration Program

Sanitation Acceleration program was carried out in district Bela. Advocacy; 3 seminars conducted of union council level, capacity building; approximately 1000 persons were trained on water, sanitation and hygiene related activities, and service delivery; a number of 24 hand pumps were installed in Bela district.

 

3.1.4

UNICEF Assisted Primary Environmental Care at Govt. Primary Schools in Kech

Sanitation Acceleration program was carried out in district Kech on government school level. Advocacy; 25 awareness creation workshops were conducted, capacity building; hygiene training of 64 school teachers, 50 girl guides and 5 teachers were trained on basic hygiene concept, service delivery; 25 hand pumps were installed in girls primary schools, and 25 latrines were rehabilitated in govt. primary schools.

TVO Assisted Safe Drinking Water and Sanitation In Ziarat

A number of 25 hand pumps were installed and 50 latrines were constructed in Ziarat district. Hygiene education was also imparted to the community members.

PIDS installed 9 hand pumps in Zhob and Muslimbagh districts for drought affected communities.

STRATEGIC PLAN

 

PIDS entered in to the OD process with the assistance of NGORC. Two years of through intervention with the NGORC Karachi took place. The administration of PIDS interacted with them in many meetings and workshops for the OD process.   As a result Vision, Mission, Mandate, Core Programs, Broader Based Objectives and Strategic Plan of PIDS was finalized. In the year 2002 the documented form of Strategic Plan of PIDS was devised.
